April 25th, 2000 Meeting Synopsis
Old Business
1. New Member:
Doug McCord is the new upstate representative to the Council.
2. Election of Officers:
Officers were elected. Dale Conklin -President, Ed Olinger-Treasurer, and Pamela Lester-Secretary.
3. Lobby Day 2000:
- PE's will not be attending Lobby Day.
- Lobby Day handouts will include marketing materials from ASLA National. Materials will include LA magazine, Downstate 100 Parks booklet, Chapter Newsletter, and The Flyer.
- Legislation to be included in Council Lobby Day packages are: Crumbling School, Design Build, Corp. Practice
- Items for Future Lobby Days: Electronic signature on filed plans.
4. Legislative Update:
- International Building Code is anticipated to be in place by the year 2002.
- Removal of citizenship as a requirement for licensure was discussed. Additional information is to be obtained from ASLA National, State Licensing Board, and professionals doing work overseas.
- Licensing of Irrigation Contractors: Discussion occurred regarding the following: use of the term "design", lack of exemption for Landscape Architects, no disc. on water conservation, what is CT certificate for Irrigation Contractors, and CLARB does test for irrigation under the LARE.
- Land Surveyors have put together a bill for CEU's.
5. The Flyer and The Poster:
- The Flyer is being reprinted with WEB address. Future mailing to Building Code Officials. The Poster by the Land Surveyors was shown at the meeting, The Council provided nominal funding.
6. WEB (NYSCLA.org):
- Material needs to be updated on a more regular basis including the address list.
7. CEU's:
- Additional information on AIA's CEU structure and CT's CEU requirements are being obtained. Council is drafting a letter to National, CLARB, and copying Chapter Trustees asking for information on CEU development.
8. Records and Archives:
- Determine status of material for Moon Library archival storage.
New Business
1. NYS Recreation Parks Society:
- Checking on their legislative agenda to see where our work might overlap.
2. Downstate Presentation of NYSCLA Services:
- Presentation made to Downstate Ex-com explaining the Council directive.
- Liaisons being set up between Council and the two Chapters to improve communication.
- Articles are to be written for Chapter newsletters summing up Council activities.
3. Trustees Meeting:
- National's Trustees meeting is usually a 2 _ day affair with one day set aside for a Chapter sponsored conference. This opportunity should be brought to the attention of Len Hopper and Bill Kuhl in an attempt to get the two Chapters to sponsor the conference.
4. Professional Leadership Forum:
- Forum focused on medical issues but other items of interest included: horizon issues-corp. practice, telepractice, competence, unlicensed practice, and continuing education vs. continuing competency.
5. Meeting Schedule
Our next scheduled meeting is 29 July 2000 (meeting had previously been scheduled for 22nd of July) with the remainder of meetings 7 October 2000 and 27 October 2000 National ASLA Meeting.
